The Government of Georgia is pleased to announce that from November 6, 2009, the drafts of the Constitutional Amendments and the Constitutional Law on Liberty, Opportunity and Dignity (together referred as the Liberty Act) have been made public.

The Liberty Act is the result of the President’s initiative unveiled in his address to Parliament on October 6, 2009, and aims to constitutionally enshrine the key economic policies Georgia has successfully pursued since the Rose Revolution. 

In line with the law of Georgia, the draft of the Constitutional Amendments is made public for a month before the hearings in the Parliament start. 

The draft constitutional amendments foresee: 

  • The introduction of the Organic Law accommodating the fundamental principles of economic policy and the ceilings for the key macro-economic parameters (The Liberty, Opportunity and Dignity Act); 
  • Constitutional requirement for public referendum for tax rate and tax-base increase. 

Parliament will be empowered to commence discussions on the new Constitutional Law on Liberty, Opportunity and Dignity, to be initiated by the President of Georgia, following the adoption of these Constitutional Amendments.
